FMA Washington Report: July 12, 2021
A 2.7 Percent Raise for Feds?

FMA is on the record as supporting the Federal Adjustment of Income Rates Act (FAIR Act) introduced by Representative Gerry Connolly (D-VA) and Senator Brian Schatz (D-HI). This year’s version of the FAIR Act proposes a 3.2 percent raise for feds in FY 2022, including a 2.2 percent increase across-the-board, and an additional average increase to locality pay of 1 percent. President Biden has proposed a 2.7 percent raise for feds in FY 2022.

New documents from Congressional Democrats, who hold a slim majority, indicate that the 2.7 percent figure is rapidly becoming the consensus. FMA would prefer that the raise was 3.2 percent, and will continue to work with our friends in Congress for this year’s FAIR Act, and for future versions going forward. However, we also recognize that 2.7 percent is 2.7 percent more than the zero percent offered by the frequent proposed, or enacted, pay freezes over the past twelve years. Feds deserve better, but this is a step in the right direction, and should serve as a baseline for future raises in subsequent years.
