FMA Washington Report: November 14, 2022
FEHB Open Season: November 14 through December 12

The open enrollment season for the 2023 Federal Employees Health Benefits (FEHB) Program begins today, Monday, November 14. The open season for health benefits, dental and vision insurance, and flexible spending accounts will be now through December 12, 2022.

The average enrollee share increase for 2023 will be 8.7 percent. The overall average FEHB premium increase will be 7.2 percent. The new health premiums go into effect January 1, 2023.

The average premium increase for dental plans for 2023 is 0.21 percent, and the average premium for vision plans decreased by 0.41 percent from 2022.

OPM stated, "The largest contributors to the 2023 premium increase reported by FEHB carriers are higher than expected utilization in outpatient services and facilities, increase in utilization of professional services, and increased utilization and unit cost in specialty drugs. This is consistent with the larger market and reflects the impact of the COVID pandemic." To read more from OPM about the federal benefits open season for 2023, click here.
