    An advisory council on federal pay will meet November 13, where the groundwork could be laid for changing how the group produces an annual official comparison that shows federal salaries lag far behind those of the private sector for similar jobs.

    The Federal Salary Council is the advisory body that annually determines the “pay gap” that is supposed to be used under federal pay law to set the upcoming year’s raises. The council, made up of federal union officials and outside pay experts, calculates that difference overall as well as by metropolitan area.
