    Top congressional appropriators are urging House and Senate budget conferees to agree by Dec. 2 on overall discretionary spending caps for fiscal 2014 and fiscal 2015. The budget conference committee must submit its recommendations by Dec. 13; the current continuing resolution funding the government expires on Jan. 15, 2014.
