    Federal Managers Association (FMA) National President Patricia Niehaus testified before the Senate Subcommittee on Regulatory Affairs and Federal Management on the need for managerial training throughout federal departments and agencies. She commented, “If you have to go into the management and supervisory roles to increase your pay, whether you feel you’re suited for that or whether you really want to do that or not, I think it does a disservice to our technicians and to our managers." She added, "Management should be a profession within the federal government rather than an additional duty."
