  • NDAA provides a 2.4 percent pay raise for active military personnel

    Alexandria, VA – The Federal Managers Association (FMA) was pleased to learn the U.S. House of Representatives and the Senate reached an agreement on a $700 billion defense authorization bill for fiscal 2018. The bill calls for a 2.4 percent across-the-board pay raise for military personnel – slightly higher than the 2.1 percent proposed by President Trump in his 2018 budget proposal. FMA now calls on Congress to provide parity to federal employees rather than keeping the 1.9 percent increase proposed earlier by the president.

    For several decades Congress and the President routinely followed legislative precedent by backing equal pay increases, recognizing the invaluable contributions made each day by members of the civil service, many of whom work alongside their military counterparts. 

    FMA appreciates Senator Ben Cardin’s (D-MD) statement of support for pay parity for federal employees, while also supporting his call for a larger pay increase for military personnel. We additionally thank Representative Gerry Connolly (D-VA) who reiterated support for legislation he introduced in January to institute a 3.2 percent pay increase for military and civilian employees, and said he would continue to support pay parity measures.

    FMA National President Renee Johnson remarked, “As our nation struggles to close its deficit spending, we are very aware that sacrifices must be made, but federal employees have endured many years of pay freezes or very small increases. We appreciate the support we have from some in Congress and ask that pay parity return to a matter of course. The annual pay raise was designed to close the gap between the public and private sector salaries,” Johnson continued. “Civilian employees serve on battlefields overseas, conduct scientific research leading to breakthroughs in the fight against diseases and provide products and services the American people depend on every day. I respectfully ask members of Congress to take into consideration the legislative precedent of pay parity and treat federal employees fairly and equally.”
