  • Judge Halts Shutdown RIFs, Implementation of Those Already Filed During Lapse - October 29, 2025

    A federal judge has issued a preliminary injunction indefinitely blocking the Trump administration from issuing new RIFs or carrying out those already started during the shutdown. 

    The order from Judge Susan Illston of the U.S. District Court for the Northern District of California came as an earlier temporary restraining order was about to end. It clears the way for the case to proceed to the merits of the argument by a coalition of federal employee unions that a shutdown does not provide the needed basis for conducting RIFs.

    The Trump administration is considered likely to appeal; such appeals have been successful in many, but not all, challenges to court orders against various federal personnel policy directives.

    “Every Cabinet department and 24 independent agencies are included in the lawsuit. Programs, projects, or activities that include any bargaining unit or member represented by a plaintiff union within these agencies are covered by the lawsuit,” the unions said in a statement.
