Republican leaders of the Senate Appropriations have released an initial version of a key annual spending bill that, like the version that has passed the House counterpart committee, is silent regarding a federal employee raise in January—effectively endorsing President Trump’s intent for a 3.8 percent raise for certain federal law enforcement personnel and a 1 percent raise for everyone else.
The general government appropriations bill is the primary vehicle in which Congress could set a raise but the typical practice in recent years has been to take no position, allowing the White House’s preference to take effect by default. During committee voting on the House side, the Republican majority rejected Democratic-sponsored amendments for a 3.8 percent January pay raise government-wide.
