OPM has issued a series of guidance documents on rules it finalized last year requiring replacing the traditional “rule of three” with a “rule of many” for situations where agencies use numeric rankings of job candidates.
“The Rule of Many provides agencies with a broader pool of qualified candidates for competitive and excepted service appointments, ensuring selections are grounded in practical skill and merit as measured through skills-based assessments,” says a memo to agencies.
