  • Final Rules Issued for New At-Will ‘Schedule Policy/Career’ that Could Affect 50K Positions - February 5, 2026
  • FMA has advocated relentlessly against Schedule Policy/Career since its initial creation as Schedule F in October 2020. FMA submitted comments in opposition to this rulemaking.

    OPM has issued a final rule establishing the excepted service “Schedule Policy/Career” employment category—successor to the short-lived Schedule F of the first Trump administration – and that would make it easier to fire or discipline senior career officials. OPM estimates around 50,000 positions could be affected, but the number could be higher depending on how roles are interpreted.

    Like Schedule F, Schedule P/C is for positions of “a confidential, policy-determining, policy-making, or policy-advocating character not normally subject to change as a result of a Presidential transition.
