The AFGE union and the NARFE organization have opened the opposition to the Trump administration plan to gain access to detailed medical records on those covered by the FEHB/PSHB programs, saying OPM has not justified a need for information on an individual’s treatments.
That is the first of what likely will be a number of initiatives against the plan, in which more than 65 carriers would have to provide monthly data on office visits, treatment, prescriptions and other medical information, without a requirement that they withhold personally identifying information such as names and birth dates.
The notice said the data “ will enable OPM to oversee health benefits programs and ensure they provide competitive, quality, and affordable plans” and said that the law allows for carriers “to disclose protected health information, including service use and cost data, to health oversight agencies, such as OPM, for oversight activities.”
